What can be done by any homeowner or business? 

Annual review of electrical wiring, gas lines, appliances, smoke detectors is a  must.

review your insurance policy with your insurance agent to make sure you have adequate coverage for the building, any betterment, your furniture and other content. 

do you need extra coverage for speciality items like artwork, antiques, firearms,jewelry? These items need to be removed from the building before any cleanup work begins. Better have 

Have a protocol ready. It's the best prevention, because when it happens decision making is not so easy.
